Former Delta State Governor,, Emmanuel Eweta Uduaghan, has died at the age of 71

Uduaghan, a medical doctor, died three days to his 72nd birthday.

Dr. Uduaghan will be remembered as the proponent of the Delta Beyond Oil economic vision which sought to deemphasise the state’s overdependence on oil revenue.

According to a statement by the family, Uduaghan died on Monday, October 19, 2026, following a brief illness.

The statement, signed by Toju Uduaghan, his only son, on behalf of the family, described the late former governor as a beloved father, brother, uncle and patriarch whose contributions to Delta State and Nigeria would remain memorable.

The family said his death has left them devastated, acknowledging that he played significant roles in their lives and touched many people through his years of public service.

Born on October 22, 1954, late Uduaghan occupied several strategic positions in the Delta State government before becoming governor.

He served as commissioner for health between 1999 and 2003 and later as secretary to the state government from 2003 to 2007.

He subsequently became governor of Delta State in 2007 and remained in office until 2015.

Reacting to his death, the family expressed gratitude to God for his life, service and enduring legacy, while extending its condolences to relatives, friends, associates, former colleagues and others mourning his passing.

The statement read in part: “His passing is a profound loss to our family, the people of Delta State, and Nigeria at large. We are grateful to Almighty God for his life, his service, and the legacy he leaves behind.”

The family prayed for the repose of his soul and for divine comfort for all those affected by his death, stating,

“Your memory will forever remain in our hearts, and your legacy will endure in the lives of those you touched.”
During his tenure in public office, he pursued initiatives aimed at advancing human development, improving infrastructure across the state, and economic diversification.

Uduaghan’s Delta Beyond Oil Initiative

Delta Beyond Oil was not just a slogan, it was Uduaghan’s response to the volatility of price of crude oil from which the state derives the chunk of its revenue and the stark reality that oil will not last forever hence the need to prepare for such eventuality.

Uduaghan had in 2013 explained that “My administration’s Delta Beyond Oil policy was borne out of the need to save the state from over dependence on oil money.”

“The ultimate goal of Delta beyond Oil,” he said, “is to provide employment for our teeming population.”

The initiative was built on his 3-Point Agenda – Peace and Security; Human Capital Development; and Infrastructure Development.

This vision earned him the Man of the Year Award 2013 by several national newspapers, including the Vanguard, The Sun, Leadership and Nigerian Pilot among other subsequent awards.

The initiative was to be adopted about 10 years later with Nigeria Beyond Oil becoming a national language following the 2014/2016 oil price crash.

The Delta Beyond Oil was pursued with vigour through various well-thought-out policies.

  1. Peace as economic policy: Late Uduaghan supported the President Shehu Musa Yar’Adua Amnesty Programme to reduce militancy in the creeks, because no investment can come if pipelines are blowing up.
  2. Diversification into non-oil sectors like Agriculture – large-scale farming schemes, fish farming, oil palm;
    Culture and Tourism – Delta Carnival, film village, tourism;
    Solid minerals, Small and Medium Enterprises
  3. Infrastructure to make it possible.
    He built the Asaba International Airport – to open Delta to investors/tourists;
    Embarked on building of roads, bridges and jetties across the three senatorial districts;
    Provided health infrastructure – Free Maternal and Child Healthcare Programme, Oghara Teaching Hospital.
