Chelsea have been fined £10 million and handed a suspended two-window player registration ban after admitting to 74 breaches of the Football Association’s regulations involving football agents, intermediaries and third-party investment in players.
The Football Association (FA) confirmed the sanctions on Friday, July 31, 2026, bringing to a close a lengthy investigation into historical practices at the Premier League club.
According to the FA, the admitted breaches occurred between 2009 and 2022, with most of the violations taking place during the 2010/11 to 2015/16 seasons under the ownership of former Chelsea owner Roman Abramovich.
Chelsea admitted all 74 breaches of FA Rule E1.2 before a formal hearing conducted by an independent Regulatory Commission.
Following the admission, the Commission imposed a £10 million fine and initially ordered a six-point league deduction, suspended until 30 June 2027.
However, Chelsea successfully appealed the points deduction. An independent Appeal Board overturned that punishment and replaced it with a two consecutive transfer-window registration ban, also suspended until 30 June 2027.
This means Chelsea remain free to register new players during upcoming transfer windows unless the FA activates the sanction because of similar future breaches before the suspension expires.
The FA said the £10 million fine will be directed toward supporting grassroots football.
The governing body originally charged Chelsea in September 2025 after the club’s current ownership, led by Todd Boehly and Clearlake Capital, voluntarily reported historical irregularities uncovered during due diligence following their takeover in May 2022.
The FA case follows previous settlements reached by Chelsea with both UEFA and the Premier League over related historical financial issues.
In 2023, UEFA fined the club €10 million (approximately £8.6 million) for incomplete financial reporting.
Earlier this year, the Premier League also imposed a £10.75 million fine, along with a suspended one-year first-team transfer ban and an immediate nine-month academy transfer ban.
Those investigations centred on undisclosed payments worth approximately £47 million to £47.5 million connected to several player transfers between 2011 and 2018, involving footballers including Eden Hazard, Willian, Ramires, David Luiz, André Schürrle, Nemanja Matić and Samuel Eto’o.
Authorities have stressed there is no suggestion that any of the players were aware of wrongdoing.
The FA also confirmed that investigations into possible individual misconduct arising from the case are continuing.
Chelsea welcomed the conclusion of the disciplinary process, saying the club had fully cooperated throughout the investigation and voluntarily provided thousands of documents to regulators.
The club added that all regulatory proceedings arising from the self-reported historical matters have now been concluded, while emphasising that the suspended registration ban will not affect its immediate ability to sign players unless it is activated by future rule breaches.
The FA has published the written decisions of both the Regulatory Commission and the Appeal Board, marking the end of one of the most significant disciplinary cases involving historical governance issues in English football.
